Public participation fromJanuary 2008 through July 2008 consisted of a series of interviews withcommunity leaders, business owners, developers, county officials, andmunicipal officials, as well as meetings with students and religiousorganizations, community meetings, a two-day charrette and postcharrette, and a final public meeting. The proposal is to change itfrom the Rural Residential Zone (R-R) to One-Family Detached ResidentialZone (R-55). The third area, near the post office, should change from theMultifamily Medium Density Residential-Condominium Zone (R-18C) tothe One-Family Detached Residential Zone (R-55). To maintain the unique character of established residential neighborhoods,it is recommended that many existing residential zoning patterns bemaintained in this SMA as the base density zoning. Procedural sequence for this concurrent process is illustrated in Appendix Aon page 295.Comprehensive rezoning, through the SMA, is a necessary implementationstep in the land use planning process.
The loop should includea continuous promenade with thematic pavement design, street furniture, andlandscaping. The loop can also provide greater pedestrian access from thecommunities to the amenities in this cultural center.Figures III-18 and III-19 (both on page 35) illustrate the conceptualdesign for this area, and Figure III-20 (on page 35) shows examples ofsimilar design elements. Marlboro Pike has a tremendous opportunity to continue capitalizing onits central location and easy access.
